Background
The Technical Cooperation programme module PAKLIM focuses on the promotion and implementation of national and local climate policy in Indonesia. The programme provides national policy advice and international best practice examples of effective policy coordination, policy development and implementation in the area of climate change and assists to adapt this knowledge to the Indonesian context. The programme is divided into two phases: phase one from 2009 to 2013; phase two from 2013 to 2017.

An Indonesian-German cooperation programme, the German contribution in PAKLIM is represented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.

The overall objective aims at planning and implementation of new climate strategies and instruments by the national government, Indonesian cities and industrial companies. Therefore, PAKLIM consists of the three following components:
• Component 1: National Policy Advice
• Component 2: GHG Mitigation and Adaptation in Cities and Urban Areas
• Component 3: GHG Mitigation and Energy Efficiency in Industries and Industrial Estates

Component 1 National Policy Advice aims at improving the framework conditions on national and local levels for implementation of mitigation and adaptation measures. It supports the Indonesian government in the concept development of a national NAMA (Nationally Appropriate Mitigation Actions) framework. It makes use of the recommendations from pilot projects (Component 2) on provincial and district level as well as in Industries (Component 3) on GHG mitigation measures or adaptation to climate change to integrate them into national adaptation or mitigation strategies.

Objective and Scope of the Assignment
The overall objective of the assignment is to provide professional graphic design services for PAKLIM publications in collaboration with partner institutions (KLH, Bappenas, etc.).

Tasks

Layout the final draft of publications – such as brochures, briefing notes, fact sheets, etc. – according to the standards of GIZ and/or the partner institutions;
Design logos, graphics, and illustrations for publications and PowerPoint presentations;
Develop database of all PAKLIM publications to date, both in hard and soft copy (in PDF and editable version);
Update all basic templates of PAKLIM publications, followed by delivering basic user training to appointed PAKLIM staff;
Supervise the printing process by closely liaising with the printing agency to ensure the quality of the printed products.

Timing, Duration, and Place of Work
The assignment is planned to be launched by early July 2011. The assignment covers up to 30 (thirty) working days within a three-month period. Depending on needs, the assignment can be extended. The graphic designer is expected to work home-based with travels to KLH and Bappenas Wisma Bakrie office as necessary.

Supervision
The work of the graphic designer will be jointly supervised by Component Leaders and Communications Expert of PAKLIM.

Qualifications

Strong practical background in graphic design, including the knowledge of design softwares such as Adobe InDesign and CorelDRAW;
1-3 years work experience;
Good level of English knowledge;
Previous experience with development and/or government organisations is an asset.

The graphic designer is expected to provide samples of his/her previous work.
